Interested in joining Policy Fund Cohort 4?
The Partnership for the Bay’s Future (PBF) Policy Fund will launch its fourth cohort with requests for proposals opening early 2027 and the cohort beginning in July 2027. Cohort 4 will bring together Bay Area local governments and community-based organizations to advance community-driven housing policies that protect tenants, preserve affordable housing, and produce new affordable homes.
The Policy Fund pairs local government staff with a community partner and a dedicated PBF Fellow to ensure community voice and expertise are centered in policy research, development, passage, and implementation. Over the two-year grant period, selected site teams will receive capacity-building support, funding for community partners, and tailored technical assistance in areas such as communications, data analysis, public opinion research, and policy and budget strategy. Selected site teams also join a regional network of peers working on related housing challenges, creating opportunities to exchange strategies, learn from approaches being tested in other jurisdictions, and build relationships that strengthen housing policy work across the Bay Area.
The opportunity is designed for partnerships between local governments and community-based organizations ready to move high-impact, realistic housing policy plans forward in one of San Francisco, Marin, Alameda, Contra Costa, Santa Clara, or San Mateo counties.
What selected site teams receive:
- Dedicated Fellow: Each site team receives a mid-career PBF Fellow placed in local government, along with professional development for Fellows and the broader network.
- Community partner funding: Community-based organization partners receive general operating support, totaling $220,000 over two years.
- Technical assistance: Site teams have access to tailored technical assistance for communications, data analysis, polling, policy strategy, and implementation needs, with approximately $20,000 in TA resources available per site team.
- Peer learning and professional development: Fellows and site team partners join a regional network of housing practitioners and participate in cohort convenings, leadership development, and peer learning opportunities.
